Board of Directors

The Board of Directors of the Jurupa Area Recreation and Park District are elected by Division to a four year term. Each Director must live within the Division they represent.

Kim Jarrell Johnson

Kim Jarrell Johnson was born and raised in the Jurupa Valley area and graduated from Rubidoux High School in 1979. She went on to receive a bachelor’s degree in Public Service/ Political Science from UC Riverside and a Master’s Degree in Public Administration from Cal State Fullerton. Kim has spent almost 30 years working in local government in the areas of land use planning, park planning, and historic preservation. She and her husband Mark, also a Rubidoux graduate, have two daughters who graduated from local schools.

Edgar Castelan

Edgar Castelan has lived in Jurupa Valley for 19 years ever since moving to the Glen Avon neighborhood in 2002. He attended local K-12 public schools and graduated from Patriot High School in 2011. He continued his higher education at the University of California, Riverside attaining a B.A. in Political Science/Administrative Studies and a Master’s in Public Policy. Edgar has a background working in city planning, policy research, and interagency and community outreach. He currently works for State Senator Connie Leyva as a District Representative attending to state matters important to her constituents within her senate district in San Bernardino County.

Jose Luis Godinez

Originally from Santa Ana, California, Jose Luis Godinez has formed part of the Jurupa Valley community for over 19 years. As a resident of the Mira Loma area, Godinez graduated from Jurupa Valley High School in 2010. In pursuit of a higher education Jose Luis has attended Norco College, Riverside City College, California Baptist University, the University of California, Riverside, and UCR Extension. Amid a journeyman pursuit for higher education, Jose Luis has also carried out several responsibilities as a Bilingual Community Liaison for the Riverside Unified School District for several years. These responsibilities include interpretation and translation, as well as, community outreach and Title I program involvement. Having received a B.A. in Spanish Linguistics and a Professional Interpretation and Translation Certificate from UCR, Jose Luis Godinez is hoping to further his imprint in the Jurupa Valley community.

 

Rebecca Rodarte-Byrne

Rebecca Rodarte – Byrne was a resident of Pomona , California for over forty years.  Her working career has been in the position of Director of Human Resources for various companies such as Denny’s Restaurant, Game Stop, Home Depot and small manufacturing companies. She has been a small business owner in the field of Human Resources Consulting for over 15 years.

 

Her life’s endeavors have been focused on developing enhancements in the community she lives in. She has worked and volunteered for many organizations such as; the Optimist Club of Pomona, Rotary of Pomona, Non Profit Organization, Boys & Girls Clubs, Save Pio Pico, Arts / San Gabriel Mission. She has also been an Interview Specialist for the LAPD. Rebecca served as a Docent for the City of Los Angeles the City she was born in.  She took on the position of Director to a home for at risk girls through the organization  “ Comision Femenil Mexicana Nacional” in Los Angeles.  Rebecca was recognized with a “Certificate of Recognition” from The California Legislature Assembly for her volunteer service. She is a graduate of the University of Phoenix in Business Management/Human Resources.  Rebecca has served as a Board Member /President for various non-profit  organizations through her life time.

Ross Leja

Ross Leja and his wife Diana have made their home in Jurupa Valley since 1993. He has been a career electrical technician and programmer for 35 years.  Ross’s deep commitment to the local area began as he and his wife Diana raised their three children, each participating in the RHS Jr. ROTC program, and graduating from Rubidoux High School.  Ross firmly believes in the benefits of being an active member of the community.  His focus is to promote a safe, healthy, and involved community.
